OK, Sudan has had a tough time of it lately. They've been under violence and civil war for over two decades. Now the "authorities" want to "improve" conditions by disarming everyone - except themselves. They're the only ones who will see the "improvement." If any occurs.
"Disarmament had to be backed by the army and take place simultaneously across communities . . . "

"Attempts to disarm civilians in the past have led to attacks by neighbouring communities who have retained their weapons."

"If you don't do it we'll take it by force."
Of course, no one gives a damn about the security of the citizens subjects of Sudan.
